Project:    Sixth Avenue Extension/Union Station Forecourt

Scope Of Work:  Design and Construction of Street and Parking Lot Improvements at Union Station

I.  Background  

A)  PDC acquired the Union Station Train Depot and the surrounding 31 acres of vacant land in 1987 for redevelopment purposes.

B)  Since acquisition, PDC has undertaken and completed significant public investments in and around the Union Station property to address the conditions of slum and blight characterizing the area

C)  One of the key improvements needed in the River District, especially with the recent and substantial growth being witnessed today, is addressing the traffic, parking and circulation needs at Union Station. These include: extending NW 6th Avenue north past the Station to NW 9th Avenue and beyond; landscaping the existing non-conforming parking lot, and; constructing a forecourt in front of the entry for visitors and guests.

D)  On June 15, 2000, PDC and the Bureau entered into an Agreement for the conceptual design and preliminary engineering/final design for the project, said work now having been substantially completed.

E)  On May 13, 2002, the Portland Historic landmarks Commission approved the design of the proposed improvements which was necessary in order to finalize the design, prepare the bid documents and to construct the project.

F)  PDC and the Bureau now desire to enter into another agreement to provide for the finalization of the design for the project, and all tasks necessary to undertake construction of the project.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Bruce Allen, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Chon Wong, or such other person as designated in writing by the Director of the Bureau of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  Chon Wong, Project Manager

B)  Christine Leon, Engineer of Record

C)  Lisa Elbert, Street Lighting Engineer

D)  Brian Oberding, Contract Manager

E)  Don Rentenaar, Public Works Sr. Inspector

F)  Doug McCollum, Traffic Engineer

V.  Subcontractors approved by the PDC Project Manager:

R & W Engineering

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed NINE HUNDRED NINETY FIVE THOUSAND DOLLARS ($995,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau: None

B)  The following specific work products described in Section II above shall remain the property of the Commission: None

VIII.  Special Provisions

A) The PDC Contract Manager shall review and approve any change orders or contract changes to any construction contracts.
