Project:    Airport Way Urban Renewal Project

Scope Of Work:  Clark-Holman Intersection Engineering and Construction

I.  Background  

A)  PDC has invested funds to build infrastructure for development of the Portland International Center, immediately to the east of this project. To the west, the Port of Portland is extending Alderwood Road from its existing terminus east of International Parkway to NE Glass Plant Road in the spring of 2002. NE Clark Road will then provide connectivity between Portland International Center (PIC) and areas east of I-205.

B)  The improved undercrossing is expected to ease congestion at the other adjacent I-205 overcrossings. The project will provide important pedestrian/bicycle connectivity between the I-205 multi-use path and PIC. NE Clark is located immediately north of the Columbia Slough. Project improvements also include a section of the Slough Trail and watershed revegetation in accordance Title 33, Chapter 515 Columbia South Shore Plan District.

C)  It is PDC's desire that construction will be undertaken during FY 2002-2004. Anticipated cost of construction is approximately $1,000,000, including design and engineering. The Office of Transportation will be providing an additional $300,000 in funding for the overall project.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Rachel Lewitt, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Rob Barnard/Rich Newlands or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed EIGHT HUNDRED FORTY THOUSAND AND FORTY SIX DOLLARS ($840,046) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

C)  Any cost savings determined at the end of the project shall be refunded to the partners based upon the proportion of the partnership funding.

 

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau:

VIII.  Special Provisions.

A)  Upon initial approval and beginning of work herein, the Office of Transportation is directed to incur no more than $725,000 of work as authorized by the PDC Project Manager. The balance of the budget authorized herein, $115,046, reflects anticipated FY 2002 carryover. It is anticipated that the PDC Board of Commissioners will be adopting a revised PDC operating budget within 90 days reflecting actual carryover fund balances, whereupon the PDC Project Manager will advise the Bureau of the revised available PDC budget for this Scope of Work and revise this Scope of Work accordingly if necessary. Thereafter, the Bureau may undertake work up to the maximum amount of the authorized budget as directed by the PDC Project Manager.
