ORDINANCE No. 176638
* Authorize an Intergovernmental Agreement with Washington County to provide up to $45,000 in roadway crack sealing on Washington County roads by the City. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Maintenance has certain equipment and can provide services which may be useful to other parties for public works construction, operations, maintenance and related activities.
2. Washington County has fifteen (15) county roads that require crack sealing and has requested that City of Portland maintenance crews perform the work and train County crews on the equipment and methods for crack sealing.
3. City of Portland and Washington County agree that sharing equipment and services promotes cost effective and efficient use of public resources.
4. Washington County has agreed to pay all costs for City of Portland crack sealing crews working on County roads, including labor, materials and equipment, not to exceed $45,000.
5. The City Attorney’s office has reviewed and approved as to form the Washington County Agreement.
NOW THEREFORE, The Council directs:
a. The Commissioner of Public Utilities and the Auditor is hereby authorized to enter into a Intergovernmental Agreement with Washington County to provide the services not to exceed $45,000 in accordance with the Intergovernmental Agreement similar in form and attached as Exhibit A to the original of this ordinance only.
Section 2. The Council declares that an emergency exists because Washington County would like work to proceed while funding for this project is available therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
