ORDINANCE No. 176635

 

*  Apply for a $19,970 grant from Metro’s North Portland Enhancement Fund to do trail improvements in Kelley Point Park. (Ordinance)

 

The City of Portland ordains:

 

Section 1 The Council finds that:

 

1.  The trail system in Kelley Point Park is a significant component of the 40-Mile Loop trail system and is included in the 40-Mile Loop Master Plan that was adopted in 1983. It will connect the Marine Drive and the Columbia Slough trail segments with the confluence of the Willamette and Columbia Rivers.

2.  The existing trail system at Kelley Point Park does not currently provide this connection and is inaccessible for bicycles and wheelchair users. It also makes it difficult for North Portland residents to access Kelley Point Park by alternative means of transportation.

3.  Kelley Point Park has been identified as one of fifteen landing sites for the Lewis & Clark bicentennial celebration in 2005-06. Providing complete access to the park and the confluence of the rivers will benefit the many visitors anticipated.

4.  Oregon State Parks & Recreation has provided partial funding ($25,000) to repave the existing trail system in Kelley Point Park and $25,000 is also available from the local share of Metro’s Open Space Bond Measure funds. These funds will serve as a match for the North Portland Enhancement Grant.

5.  This project meets the guidelines of the Metro North Portland Enhancement Fund, which has $64,000 to offer community projects in North Portland.

 

NOW THEREFORE, the Council directs:

 

a.  The Mayor is hereby authorized to make application to the Metro for an North Portland Enhancement Grant in the amount of $19,970.

 

Section 2. The Council declares that an emergency exists because the City needs to meet Metro’s timelines for submitting grants, their consideration and award; therefore this Ordinance shall be in full force and effect after its passage by Council.
