ORDINANCE No. 176632
*Authorize an Intergovernmental Agreement with Portland State University for the purchase of vehicle fuel (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds:
1. The State of Oregon, State Board of Higher Education, Portland State University has a requirement for fuel for their vehicles in the geographic vicinity of the University in southwest Portland.
2. Portland State University does not have a fueling station or ready access to gasoline.
3. The City of Portland maintains a fueling station, for City vehicles, in the Vehicle Services garage in southwest Portland.
4. Official Portland State University vehicles could fuel at the City fueling station without significant additional cost to the City of Portland.
5. The convenience of the location and the ease of intergovernmental billing would be a significant cost advantage to Portland State University.
6. An agreement to allow the State to purchase vehicle fuel from the City would represent an overall advantage to the taxpayers of Oregon.
7. This Agreement is authorized pursuant to Chapter 190 of Oregon Revised Statutes and Section 2-105 (a) 4 of the Charter of the City of Portland.
NOW, THEREFORE, the Council directs:
a. The Mayor is authorized to execute the attached Intergovernmental Agreement for the purchase of vehicle fuel by the State of Oregon.
SECTION 2. The Council declares that an emergency exists because early implementation of the fueling agreement will benefit the State of Oregon; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
