ORDINANCE NO. 176631
*Amend contract with HDR Engineering, Inc. for continuation of track inspection services at Union Station (Ordinance; Amend Contract No. 32716)
The City of Portland ordains:
Section 1. The Council finds:
1. The City entered into Contract No. 32716 in the amount of $10,800 on December 3, 1999 for HDR Engineering, Inc. to provide track inspection services at Union Station under the Federal Administration Track Safety Standards.
2. Amendment No. 1, dated July 5, 2000 increased the contract amount by $15,300 and extended HDR Engineering’s contract one year, to June 30, 2001.
3. Purchase Order dated June 13, 2001 (constituting Amendment No. 2) increased the contract amount $16,800 and extended HDR Engineering’s contract one year, to June 30, 2002.
4. Additional services required for continuation of track inspection services at Union Station are as follows:
a. Include twice-a-week inspections on Track #3 based on increased train use.
b. The monthly fee has increased to $1,500 per month from July 1, 2002 to June 30, 2003, and will be $1,600 per month from July 1, 2003 to June 30, 2004.
5. The fee for the additional services listed in paragraph 4 above is $37,200.
6. The City of Portland and the Consultant wish to renew Contract No. 32716 for an additional two (2) year period or until June 30, 2004.
7. The Bureau of General Services recommends that Contract No. 32716 with HDR Engineering, Inc. be amended to increase the contract amount by $37,200 to provide continuation of track inspection services at Union Station under the Federal Administration Track Safety Standards for a total contract amount of $80,100, and to extend the contract termination date from July 1, 2002 to June 30, 2004.
NOW, THEREFORE, the Council directs:
a. The Mayor and Auditor are hereby authorized to amend Contract No. 32716 to increase the contract amount by $37,200 for a total contract amount of $80,100 for continuation of track inspection services at Union Station as follows:
1. Include twice-a-week inspections on Track #3 based on increased train use.
2. The monthly fee has increased to $1,500 per month from July 1, 2002 to June 30, 2003, and will be $1,600 per month from July 1, 2003 to June 30, 2004.
b. The Mayor and Auditor are authorized to amend Contract No. 32716 with HDR Engineering, Inc. to extend the expiration date to June 30, 2004.
c. The Mayor and the Auditor are authorized to draw and deliver checks chargeable to the fiscal year 2002-2003, 2003-2004 budget of Facilities Services when demand is presented and approved by the proper authorities.
Section 2. The Council declares that an emergency exists because a delay will unnecessarily deprive the City of the benefits of completion of the work at an early date; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
