ORDINANCE NO. 176628
* Authorize a contract with Carleton Hart Architecture for architectural and engineering services for design and renovation of Fire Stations 8, 19, and 20 and provide for payment (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. On November 7, 1998 the citizens of Portland authorized the sale of general obligation bonds for a $61.1 million program to improve city emergency services. Included in the bond was the construction of new fire stations.
2. The sites are located at 7134 N. Maryland Avenue (Fire Station 8), 7301 E. Burnside Street (Fire Station 19), and 2235 SE Bybee Boulevard (Fire Station 20).
3. A Request for Proposals for an architectural and engineering consultant was issued on April 1, 2002. Ten proposals were received on April 24, 2002. A selection committee reviewed the proposals and selected three firms for interviews. Interviews were held May 7, 2002.
4. The committee recommended Carleton Hart Architecture for the renovation of Fire Stations 8, 19, and 20. The Fire Bureau and project management team accepted the committee’s recommendation.
5. The Bureau of General Services has prepared an agreement to be entered into with Carleton Hart Architecture that has been signed by the architect and approved as to form by the City Attorney (Exhibit A).
NOW THEREFORE, the Council directs:
a. The Mayor and the Auditor are hereby authorized to execute the attached agreement (Exhibit A) with Carleton Hart Architecture in the amount of $257,614.35.
b. The Mayor and the Auditor are hereby authorized to draw and deliver check(s) chargeable to the 2002-2003 Fire and Rescue Facilities GO Bond Construction Fund budget, when demand is presented and approved by the proper authorities.
Section 2.
The Council declares that an emergency exists because a delay may result in additional expense, and will unnecessarily deprive the City of the benefits of completion of the contract at an early date; therefore this ordinance shall be in force and effect from and after its passage by the Council.
