* Amend Special Downtown Services Agreement with Association for Portland Progress (Ordinance; amend Contract No. 51670)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Special Downtown Services Agreement will expire June 30, 2002

 

2.  Over the next several months the City wishes to evaluate the level, quality and cost of Special Downtown Services. The staff’s of the Bureau of General Services, Portland Office of Transportation, Bureau of Parks and Recreation and Office of Management and Finance will conduct a collaborative evaluation.

 

3.  The Association for Portland Progress will provide Special Downtown Services at the City's discretion as determined by the Director of the Bureau of General Services not to exceed one hundred and eighty-four (184) days.

4.  Funds are available in the FY 2002-2003 budget to pay for these services.

 

NOW THEREFORE, the Council directs:

 

a.  The Mayor and the Auditor are hereby authorized to execute Amendment No. 1, attached hereto as Exhibit 2, to the Special Downtown Services Agreement, Exhibit 1, with the Association for Portland Progress.

 

b.  The Mayor and Auditor are authorized to draw and deliver checks payable to the Association for Portland Progress for Special Downtown Services when demand is presented and approved by the proper authorities.

 

Section 2. The Council declares that an emergency exists because a delay may result in additional expense, and will unnecessarily deprive the City of the benefits of completion of the work at an early date; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
