ORDINANCE NO. 176623
* Amend labor agreement with AFSCME, Local 189 representing 911 Operators in the Bureau of Emergency Communications relating to terms and conditions of employment of certain represented employees (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Representatives of the City and Local 189 have agreed to amend Article 12 of the current 2000-2003 Labor Agreement in regard to health plan design and City contributions. The agreement meets the City’s bargaining interests in regard to health benefits by increasing City contributions toward health care costs and redesigning the self-insured and insured plans to achieve cost reductions.
2. Representatives of the City and Local 189 have also agreed to amend Article 11.8 of the current 2002-2003 Labor Agreement the circumstances under which employees may request vacation leave off outside of the regular Annual Leave signup.
NOW, THEREFORE, the Council directs:
a. The 2000-2003 Labor Agreement between the City and Local 189 is amended in conformance with the provisions of the Memorandums of Agreement attached hereto as Exhibits "A" and "B".
Section 2. The Council declares that an emergency exists because delay would unnecessarily delay the orderly implementation of the provisions of the amended labor agreement; therefore, this ordinance shall be in force and effect from after its passage by the Council.
