SCHEDULE OF COSTS FOR WASHINGTON COUNTY
FISCAL YEAR 2002-2003
Washington County (Receiver), as a full entry user of the Portland Police Data System (PPDS), shall pay to the City of Portland (Provider) the following monthly amount for PPDS services. Unless other arrangements are made, the Receiver will be billed quarterly.
One Time Costs
• PPDS Program Modifications $6,000
• PPDS Case Management Program Modifications $6,000
• Network and Connectivity $2,500
• Data Entry Staff 3 wk Training
$3,600/Person 3 week training session 4 staff X $3,600 = $14,400
• PPDS User Training (4 hr session and materials) $400 X 1 groups = $400
• Report Writing - Train the Trainer
($500 per 6 hour session and materials) $500 X 2 groups = $1,000
On-Going Monthly Costs (Reviewed Annually)
• System Access and Usage $1,500 (100 plus Devices)
• Full LEDS Access through PPDS $ 500
• T1 Telephone Line Charge $ 100
• Data Processing Services and Data Storage $2,000 (Up to 35,000 cases)
• Data Entry Technical Support $ 100
• Court Coordinator Technical Support $ 70 (Optional)

Services Included in the Above Monthly and One Time Costs
• Full PPDS inquiry access at up to 250 Washington County networked PCs/printers. This includes all cases processed by Portland Police Bureau, Beaverton PD, Tigard PD, Multnomah County Sheriff, St. Helens PD, and Washington County Sheriff. It will also include cases from any future PPDS entry partners.
• PPB has developed ePPDS that incorporates Multnomah County Mug shots into PPDS. There is not additional cost for this service.
• Inquiry access to other systems available through PPDS. (IE:AIRS, RAIN, OJIN, DMV)
• Capability for Washington County Sheriff’s reports to be entered into PPDS from designated networked PCs.
• Extensive set of tactical, operational, and statistical management reports.
• Full LEDS Access through PPDS excluding APBs.
• All OUCR reporting to the State of Oregon.
• Tactical inquiry capability into all PPDS and Multnomah County CAD data.
• Enhanced file transfer capability.
• Standard on-request reports and data files.
PPDS Services Not Included in This Proposal
• Court Coordinator System (Access only, Entry optional)
• Personnel System (No access)
• CAD System (Access to Multnomah County data only)
• No MDT/MDC access to PPDS data
Additional Considerations
1. Any needed facilities costs (wiring, etc.) are the responsibility of Washington County.
2. Training costs (if any) are dependent on how much training is provided by PPB. Training for report entry is required.
3. Any report form modifications and subsequent training are the responsibility of Washington County
4. Data Processing services and Storage Costs are based on an approximate annual caseload of 35,000 cases. If caseload varies by more than 25% the cost will be adjusted at the beginning of the next review cycle.
5. Washington County is responsible for maintaining a computing environment that is compatible with PPB standards of delivery of PPDS.
6. All network and communication costs except a prorated share of the frame relay line to Washington County IT and the frame relay PVC will be paid directly by Washington County.
7. All agencies and personnel entering data into PPDS must meet the quality standards established by PPB Records Division. If additional staff training is needed, additional charges will be incurred. (Currently, entry training is charged at $30.00 per hour.) Contracting with PPB for all data entry is an option.
8. Custom programming for work beyond standard requests may be available at an hourly rate if requested. (Currently, programming is charged as $85.00 per hour.) Generally, custom programming requires significant lead-time.
9. The WCSO portion of the PPDS address file will need regular maintenance. If performed by PPB, there will be an additional cost (to be determined).
10. If PPDS user training is desired, the cost is $400.00 per four-hour session. Approximately eight persons can be trained per session if hands-on training is included. If training is done in presentation only format, there is no limit to attendees.
11. PPB is in the process of implementing a graphical front-end to PPDS. There will be no additional cost for this service when available.
12. PPB is in the process of incorporating mug shots into PPDS. There will be no additional cost for this service when available.
13. It may be possible to provide PPDS or a subset to mobile units in vehicles in the future. Cost for this service is not included in this proposal.
