*Agreement with Western Identification Network, Inc. for participation in the Automated Fingerprint Identification System. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The Western Identification Network, Inc. (WIN) is a not-for profit corporation created by the western states to obtain Automated Fingerprint Identification System services (hereinafter referred to as “AFIS”) that is capable of, but not limited to, reading, digitizing, matching and storing fingerprint images and minutiae detail. The provider AFIS is a multi-state funded system comprised of a host system located in Sacramento California with remote input stations and booking terminals in member states as authorized by the Provider Board of Directors.

 

2.  The Police Bureau has contracted previously with WIN for these services, including contract No. 25876 dated December 22, 1989, which was extended by Ordinance No. 167739 dated June 8, 1994 to June 30, 1996, Contract No. 50540 authorized by Ordinance No. 169198 dated August 23, 1995 extended to March 31, 2000, and Contract No. 51122, amended by Ordinance No. 172883 and extended to June 30, 2002. The new Extended Agreement extends that termination date to June 30, 2007, with an option to renew or extend by the parties for an additional five years to June 30, 2012.

 

3.  The City’s law enforcement operations benefit greatly from participation in this system and from this agreement. The Police Bureau requests to continue working with WIN by entering into this Extended Agreement for an initial term of five years to commence 7/1/2002 and to terminate June 30, 2007, and by the City Council’s option as provided in City Charter 2-105(a)(3) for renewal and extension for an additional five years to terminate June 30, 2012.

 

4.  The cost of membership will remain $16,700 per month for a total of $200,400 per year. The Police Bureau has funds budgeted for this expenditure.

 

NOW, therefore, the Council directs:

 

a.  The Mayor and the Auditor are hereby authorized to execute an Extended Agreement between the City of Portland and Western Identification Network, including an initial term of five years and renewal and extension of term for an additional five year for a total of ten years, for Automated Fingerprint Identification System processing and services.

 

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the Western Identification Network and the City of Portland of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
