ORDINANCE NO. 176615

*Authorize an Intergovernmental Agreement between the Portland Airport Interagency Narcotics Team and the Portland Police Bureau to provide access to the Portland Police Data System (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

 1.  The City has the capability to provide access to the Portland Police Data System (PPDS) and associated services to law enforcement agencies.

 2.  PAINT is staffed in part by Portland Police Officers under contract. Those and other PAINT officers require access to PPDS to perform their duties.

 3.  The Police Bureau wishes to provide PPDS access to PAINT officers at no cost.

 4.  The effective dates of this contract are July 1, 2002 until termination.

NOW, therefore, the Council directs:

 a.  The Mayor and the City Auditor are hereby authorized to execute an agreement for services between the City and the Portland Airport Interagency Narcotics Team as detailed in the attached Intergovernmental Agreement.

Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the Portland Airport Interagency Narcotics Team and the City of Portland of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
