ORDINANCE No. 176290

* Amend contract with Winterowd Planning Services, Inc. for the preparation of a master

plan update for the Portland International Raceway (Ordinance; amend Contract No. 33292)

The City of Portland ordains:

Section 1. The Council finds:

1.  Portland Parks and Recreation entered into Contract No. 33292 Winterowd Planning Services, Inc. for consulting services in connection with a plan district and updated master plan for the Portland International Raceway.

2.  The plan district is now adopted, and the draft master plan has been submitted for City review; however, additional support will be needed to make changes requested by the Planning Bureau and Hearings Officer and to attend meetings required as part of the Type 3 review process.

4.  In order to complete the master plan process, update and revise plans, documents and provide additional plans for new projects, it is now necessary to increase the contract amount by $25,000, for a revised total of $90,000. Funds are available for this purpose in the PIR Operating Fund.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Utilities and Auditor are authorized to execute the contract amendment with Winterowd Planning Services, Inc., attached as Exhibit A.

b.  The Mayor and Auditor are authorized to draw and deliver warrants from the Portland International Raceway Operating Fund, for a revised amount not to exceed $90,000, in accordance with this contract.

Section 2. The Council declares that an emergency exists, because the consultant services are needed without delay in order to continue the master plan process; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
