ORDINANCE No. 176416
*Accept an $8000 Intergovernmental Agreement between the Portland Office of
Transportation and the Tri-County Metropolitan Transportation District of Oregon for the
Downtown Light Rail Capacity Study (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Tri-Met has begun a Downtown Light Rail Study as part of the South Corridor Transportation Alternative Study to analyze peak capacity along the existing light rail alignment between Rose Quarter and the SW 11th Ave. turnaround on SW Morrison-Yamhill Streets.
2. The Downtown Light Rail Study will analyze alternatives to accommodate the forecasted light rail vehicle volumes for the South Corridor Study.
3. Downtown Portland light rail alignment is an important component of the regional light rail system, and this study will evaluate the impacts to Downtown traffic, bus and pedestrian flows.
4. PDOT staff will provide Tri-Met with technical assistance in evaluating the complicated downtown multi-mode issues and in developing a computer simulation model.
NOW THERFORE, the Council directs:
a. The Commissioner of Public Safety in hereby authorized to accept an IGA that is substantially similar to the attached Exhibit A between the Office of Transportation and Tri-Met for the Downtown Light Rail Capacity Study for $8000.
b. The Commissioner of Public Safety is authorized to provide such information and assurances as are required for the IGA.
Section 2. The Council declares that an emergency exists in order that the intergovernmental agreement herein authorized may be entered into and the Downtown Light Rail Capacity Study may commence without delay; therefore, the Ordinance shall be in force and effective from and after its passage by Council.
