ORDINANCE No. 176405

 

* Authorize an Agreement for Professional Services with Group AGB, LLC, for project management services in connection with the HOPE VI Redevelopment of Columbia Villa and waive Code Chapter 5.68 (Ordinance; waive Code Chapter 5.68)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The Housing Authority of Portland has owned and operated Columbia Villa as a low rent housing project in North Portland’s Portsmouth Neighborhood for nearly 60 years; however, there are serious deficiencies in design and continued deterioration of the physical conditions of Columbia Villa that must be addressed through redevelopment.

 

2.  HUD has approved the Housing Authority of Portland’s HOPE VI grant request to redevelop the site as a mixed income community with a greater number of housing units, and to reconnect the site with the surrounding neighborhood. The City has adopted Resolution No. 36001 supporting the New Columbia HOPE VI Grant.

 

3.  The Housing Authority of Portland (HAP) wishes to contract with Portland Transportation to perform all the necessary engineering and subdivision activities required to redevelop the public street system within the HOPE VI Redevelopment of Columbia Villa.

 

4.  HAP also desires the City to utilize Group AGB, LLC, in the role of project and construction manager, as stated in the HAP/City IGA. Because HAP desires to use Group AGB, LLC and the City will be reimbursed by HAP for the cost of the PTE contract, the provisions of City Code Section 5.68 should be waived.

 

5.  As noted above, this $104,000 contract with Group AGB, LLC, would be paid through funds provided by HAP. The HAP/City IGA specifies an amount not to exceed $945,000 for all engineering and redevelopment services provided by the City.

 

6.  The contractor is certified as a Disadvantaged Business Enterprise (DBE) as well as a Minority Business Enterprise (MBE), certification no. 2808.

 

7.  The Commissioner of Public Safety should be authorized to execute the contract with Group AGB, LLC, for project and construction management services in connection with the Hope VI Redevelopment of Columbia Villa.

 

NOW, THEREFORE, the Council directs:

 

a.  City Code Section 5.68 is hereby waived.

 

b.  The Commissioner of Public Safety is hereby authorized to enter into a contract, similar in form to the contract attached to the original of this Ordinance, and by this reference made a part hereof once it has been approved as to form by the City Attorney.

 

Section 2.  The Council declares that an emergency exists because a delay in the execution of the contract might result in delays to development and construction of the HOPE VI Redevelopment of Columbia Villa; therefore, this Ordinance shall be in full force and effect after its passage by the Council.
