The City of Portland Ordains:

Section 1. The Council finds:

1.  The City entered into Contract No. 33431 filed under Ordinance No. 175346 on February 21, 2001 with the Northwest Power Planning Council (NPPC) to adapt the Ecosystem Diagnostic and Treatment Model (EDT) to circumstances found in large urban areas and prepare the Salmon Restoration Analysis for use in responding to the Endangered Species Act.

2.  The original contract called for an end date of March 30, 2002. By extending the date to June 30, 2002 a more complete analysis can be achieved with no additional funds necessary to complete the project.

NOW, THEREFORE, The Council directs:

a.  The Endangered Species Act Program to extend the intergovernmental agreement with the NPPC to June 30, 2002.

Section 2.  The Council declares that an emergency exits because implementation of this IGA is required immediately to extend Contract No. 33431 before contract expires on March 30, 2002.
