ORDINANCE No. 176330

 

* Authorize acceptance of National Fish and Wildlife Foundation grant for Johnson Creek Watershed Reforestation Project, Project No. 6688 (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds that:

 

1.  Johnson Creek is listed by the Oregon Department of Environmental Quality for summer water temperatures that exceed thresholds for cold water fish species, including salmonids.

 

2.  Oregon Department of Environmental Quality will require all jurisdictions with surfacewater inputs to Johnson Creek to develop a plan and fund implementation for reducing summer water temperatures in Johnson Creek.

 

3.  Most of the historic floodplain forest has been removed from Johnson Creek, contributing to stream temperatures increases and loss of aquatic habitat.

 

4.  Project areas under the proposed Agreement are listed under the federal Endangered Species Act for endangered salmonids.

 

5.  Riparian revegetation and tree planting is the most cost effective and ecologically sound alternative to reduce summer water temperatures.

 

6.  City of Portland Bureau of Environmental Services Watershed Revegetation Program (“WRP”) staff have local expertise in riparian revegetation for the purpose of improving watershed health.

 

7.  National Fish and Wildlife Foundation has reviewed and accepted the City of Portland’s grant proposal for Johnson Creek restoration and is prepared to fund the project in the amount of $35,000.

 

8.  Local match in the amount of $70,000 will be provided by funds from the City of Portland Capital Program,(Johnson Creek Revegetation, Project No. 6688, Center Code 145-22-110. These funds were approved in Fiscal Year 1999, to be spent in Fiscal Year 2000 and Fiscal Year 2001. CIP funds will pay for materials and other reforestation activities.

 

NOW, THEREFORE, the Council directs:

 

 

a.  The Mayor is hereby authorized to accept grant funds from National Fish and Wildlife Foundation in the amount of $35,000.00 for the Johnson Creek restoration projects.

 

b.  The FY 01/02 budget is hereby amended as follows:

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this project could delay completion of the project on schedule.
