ORDINANCE No. 176328

Contract with IBI Group to design and fabricate a self-contained, portable transportation unit for schools, senior centers, malls, and community events to educate and provide information about transportation options in Portland (Ordinance).

The City of Portland ordains:

Section 1.  The Council finds:

1.  Cars and trucks are the primary source of greenhouse gases and air pollution in the Portland metropolitan region.

2.  While the regional population increased by 38% between 1980 and 1999, annual vehicle miles traveled (VMT) increased by 122%. Per capita VMT also nearly doubled from 1980 to 1993.

3.  Reducing single occupancy vehicle trips by promoting smart transportation choices will reduce green house gas emission, improve air quality and reduce traffic congestion.

4.  The Vision for the Portland Office of Transportation calls for a balanced, multi-modal transportation system where residents will have a broad range of safe and convenient transportation options and will frequently walk, bicycle, carpool or ride public transit as their first choice of transportation.

5.  The portable transportation unit will help reduce single occupancy vehicle trips by bringing targeted information and materials to schools, senior centers, malls, and community events to help children and adults make smarter transportation choices.

6.  IBI Group is the best qualified company and was among the lowest responsible bidders to design and build the portable transportation unit within the specified time frame.

7.  The contract shall not exceed $50,000.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Safety and the Auditor are authorized to enter into an agreement substantially in conformance with Attachment 1.

b.  The Director of the Office of Transportation is authorized to increase the contract by 10% of the contract total.

c.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Office of Transportation/ Transportation Options Division.

Section 2.

The Council declares that an emergency exists because a delay in proceeding with this project could delay completion of the project on schedule. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
