* Authorize Intergovernmental Agreement with Multnomah County District Attorney’s Office for use of Violence Against Women Act Grant funds (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Office of Justice Programs has awarded the City of Portland Police Bureau a grant under a provision of the Violence Against Women Act, Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program.
2. The purpose of the grant program is to enhance victim safety and offender accountability in cases of domestic violence and dating violence. With a previous award under this program, the Portland Police Bureau developed a problem solving strategy utilizing Domestic Violence Intervention Teams (DVIT). DVIT provide follow-up to incidents where an officer responds to a call related to domestic violence, but no crime is reported. This grant award continues the domestic violence intervention team project and partnerships with Volunteers of America, Raphael House, and Multnomah County.
3. The City of Portland wishes to enter into an agreement with Multnomah County District Attorney’s Office to provide a Deputy District Attorney to perform as a member of the Domestic Violence Intervention Team for an amount not to exceed $88,107.
4. This agreement shall be effective October 1, 2001 and shall continue through September 30, 2002 unless otherwise terminated or extended.
NOW, therefore, the Council directs:
a. The Mayor is authorized to sign an agreement between the City of Portland and Multnomah County.
Section 2. The Council declares that an emergency exists in that any delay in proceeding with the agreement will postpone transfer of funds to Multnomah County District Attorney’s Office for services under this agreement; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
