ORDINANCE No. 176319

*Amend contract with Conkling, Fiskum & McCormick, Inc. for work related to the collective bargaining processes and contract negotiations (Ordinance; amend Contract No. 33809)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Mayor and Chief Administrative Officer entered into Contract No. 33809 on July 30, 2001 for the development and implementation of a communications strategy and plan related to the City’s collective bargaining processes and contract negotiations.

2.  Because of the importance of accurate, timely and professional communication to all City employees and to the citizens of Portland surrounding the City’s collective bargaining processes and negotiations, it is prudent and in the City's best interests to amend the contract with Conkling, Fiskum & McCormick, Inc. to increase the compensation for services by $30,000, bringing the contract total to $70,297.

3.  It is also necessary to extend the termination date of the contract from March 31, 2002 to December 31, 2002.

3.  The additional $30,000 can be absorbed within the Bureau of Human Resources’ FY 2001-02 as a result of vacancy savings.

NOW, THEREFORE, the Council directs:

a.  The Mayor and Auditor are hereby authorized to execute the amendment to the Contract, attached hereto as Exhibit A.

b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants against Contract No. 33809 not to exceed $70,297.

c.  The Office of Management and Finance shall transfer FY 2001-02 appropriation from Personal Services to Professional Services in support of the $30,000 amendment.

Section 2. The Council declares that an emergency exists in order that there be no delay

in communications surrounding the City’s collective bargaining process; therefore,

this Ordinance shall be in force and effect from and after its passage by the

Council.
