ORDINANCE NO. 176315
* Approve contract with Innovation Partnership for a six month eVolvement Pilot Project to test internet communications tools to solve community problems with the Portsmouth Neighborhood (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Portland Police Bureau (Bureau) is searching for ways to get communities involved in community problem solving efforts to advance community policing.
2. The Bureau believes the internet can be an effective tool in two-way communication with the citizens of Portland.
3. The Police Bureau would like to contract with Innovation Partnership on this pilot project. Innovation Partnership is a unique Portland firm specializing in bringing public-private resources to solve long-standing community problems. The firm has obtained partnerships with other businesses and foundations to fund the bulk of the project costs, i.e. internet services, computers, printers, training etc. Due to these resources and Innovation Partnership’s area of expertise, we would like to solely consider Innovation Partnership for this contract.
4. The Bureau wishes to enter into a six-month contract with Innovation Partnership to study the effectiveness of internet communications for community problem solving with the Portsmouth Neighborhood.
5. Funding for the project will be provided from an existing Bureau of Justice Assistance Block grant with compensation to the vendor not to exceed $50,000.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to enter into a contract with Innovation Partnership for a six-month pilot project as detailed in the contract attached as Exhibit A.
Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City of Portland and Innovation Partnership of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
