ORDINANCE NO. 176313
* Contract with Central City Concern for $30,000 for the start-up of Central City Property Maintenance and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The Bureau of Housing and Community Development receives resources from the Portland Water Bureau for lead poisoning prevention activities, which includes funding for workforce development efforts to increase local contractor capacity to address lead paint hazards.
2. Central City Concern provides career development opportunities to low-income individuals, assisting them to make the transition from welfare to work.
3. Central City Concern has proposed the start-up of a new Handyman service that would recruit, train, and certify a staff of workers to provide lead hazard reduction and abatement services in the community.
4. The City now wishes to enter into an agreement in the amount of $30,000 with Central
City Concern to support the development of the Handyman service. Due to an administrative oversight, a retroactive start date of July 1, 2001 is necessary.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Central City Concern for the start-up of Central City Concern Property Maintenance in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development budget.
Section 2. The Council declares that an emergency exists because delay in funding would
interrupt CentralCity Concern’s ability to implement the Central City Concern Property
Maintenance service; therefore, this ordinance shall be in force and effect from and after its passage
by Council.
