Ms Monroe,

I am writing in regard to the Alamo Manhattan project LU 20-102914 DZMADGW PC#19-225732 in support of the comments of my neighbors in the Meriwether West, Laura Ramirez and Saunders and Helen Jones.

Their points which my husband Patrick and I strongly agree with are:

• Traffic congestion due to about 40% (estimate) increase in residential units. Local streets and access to Macadam will be grid locked at rush hours.

• Not enough parking spaces in the building plans to accommodate the residents. This puts huge pressure on street parking and affects local businesses by reducing customer parking options

• City design specifications are for tall buildings on the west blocks. Earlier design reviews with the committee initially recommended that Alamo move the tall buildings to the west, why is this no longer a concern?

• Alamo is requesting numerous exceptions, in their design. How does the community or city benefit by approving any exceptions? If there are no tangible benefits to these exceptions why grant them to out of state investors over the considerations of the local community?

In addition, we would add the following issues for your consideration:

  1. 1. The South Waterfront area is essentially a cul de sac, making ingress and egress extremely difficult at all times of the day. The increased traffic will create enormous problems. This is significant not only for the residents but also for the hundreds of patients who daily visit the two OHSU medical office buildings in the neighborhood.
  2. 2. We have heard City of Portland employees state at a zoning hearing that the city is “not interested” in parking problems but is only interested in promoting mass transit. We are not trying to change that policy, but want to strongly voice that this policy position does not work in a cul de sac which is experiencing and exponential growth in resident units without a commensurate growth in parking facilities associated with these buildings.
  3. 3. The lack of adequate parking which is being considered for the new buildings will create gridlocked traffic as OHSU patients and new residents cruise for parking on the street. This search for parking will create congestion that will also impede emergency vehicles which are a frequently working in the neighborhood.
  4. 4. The walking space and the green space in the area is already heavily patronized by local residents and more space is needed. Please do not allow Alamo Manhattan to be granted exceptions that permit it to not create the walking paths and other shared spaces that are part of its obligations with current zoning regulations.

 

We urge you to act on our concerns which are shared by many current residents and will affect future residents. We are sure that the concerns of the developers have been strongly stated to you, but please remember who your tax paying constituents are.
