Granting a revocable permit to A. A. Alwick, 115 NE Billingher Drive, to establish and maintain for not to exceed one year, living quarters including a sink, a toilet and a kitchen range, in the basement of a dwelling under construction at 115 NE Billingher Drive, the floor of said basement being below the level of adjoining ground; exempting said A. A. Alwick from complying with Section 8-1301 of the Housing Code, and declaring an emergency.
