Subject: Alamo Manhattan Blocks Update 6/22/20 Written Testimony
Importance: Normal
Attachments: image003.jpg; image005.jpg; image006.jpg; I would like to request that the high rise buildings be moved back away from the water. I was under the impression that the city planning document required all high rises to be built a block back from the high rises in order to not block the view from other buildings. How come this isn’t being enforced in this building, at the harm of existing residents? Also, this will increase traffic at the south waterfront, and I don’t see a clear plan in terms of road access, other than forcing all traffic from Hood to Curry St, which will back up the Curry/Moody intersection even more than it already gets. This doesn’t seem like a good idea, when instead the Bancroft St entrance should likely be expanded to support additional traffic. These emails, however, were not intended for Morgan and I to be included in these community conversations. The concerns mentioned in this email string have been brought up previously in written and oral testimony to the Design Commission. Our position as project planners is not to continue to debate these issues, but to bring your concerns to the Design Commission, who are the decision makers. You have until 6/29 at 9 AM to submit any additional evidence (i.e. testimony) into the record. To do this you would send individual written testimony to me and I would forward to the Design Commission for consideration. The next public hearing is on 7/2, where the record is closed and no testimony is allowed. The next opportunity to provide public comment after 6/29 is before Council should the Design Commission’s final decision get appealed to City Council. (“take me off the email chain”) I feel like no one has listened from day 1. This is one of the last opportunity to do something special for the city and give the river back to the people. This development doesn’t do that. I talked to Charlene Zidell today. She and Jay have told Mayor Wheeler several rimes that they are open to having Bond street go through their office building but nothing . He says yes, but it goes nowhere. The funding is there. Let’s use it before it is lost. The city has lost it’s vision. We once were considered forward thinking and planning was to be admired. We are now drowning in inertia. The traffic in South Waterfront is already terrible and so is parking. What will the addition of all of these units do to a terrible situation? Some one needs to do a long overview of what the goals of the area are. The vision has been lost. Different departments need to work together. Please dream big. There is very little river property left. Make the best use of it. Why is it being built at all. It violates policy as well as the representation at the time of the original SOWA development. MORE IMPORTANTLY they appear to be trading public green space that is also necessary for river bank erosion protection for a private patio. Why? Honestly, why this commission is overlooking that policy intended to benefit Portland citizens, to benefit a Dallas, Texas developer, is beyond me. My question about the units on the first floors of the 2 buildings was not understood. I emailed immediately but did not get any response. I know it is late in the decision process but I did bring this issue up at the 2nd hearing in person and again by zoom. For overall desirability of the city and particularly South Waterfront, the 1st floor of both building should be a space for the entire city to enjoy. Restaurants like they have in Vancouver would be ideal. This is one of the last opportunities to give the river to the entire community in a meaningful way.
