Housing Response, Stabilization, and Recovery Frameworks

 

Four work groups, convened and led by the bureau and its partners in community, tasked with developing a recommended framework for city policy/regulatory adjustments and program/services (if funding availability exists) in response to COVID-19 pandemic.

1.  Renter Stabilization and Recovery Work group (Matt/Kim)

2.  Homeowner Stabilization and Recovery Work group (Dana/Ira)

3.  Affordable Housing Development Stabilization and Recovery Work group (Molly/Jill)

4.  Affordable Housing Operational Stabilization and Recovery Work group (Stella/Gena)

 

Each framework would consider 3-time horizons for their recommendations.

1.  Crisis response;

2.  Immediately post-crisis; and,

3.  Recovery and stabilization after crisis.

 

General work group process, all grounded through a racially equitable framework.

1.  Needs assessment: What federal, state, and local interventions are currently available? Where are the gaps? Who is not being served and why?

2.  Interventions assessment: What interventions are needed to fill gaps or to support communities not being served? What interventions are within the control of the City of Portland? How should interventions be structured?

3.  Feasibility Assessment: What are the impacts associated with existing policies and programs? What are potential barriers to access and implementation? What resources or political support is or will be needed?
